- Known Capabilities: Spatial Mage of 16th circle. Very powerful spell caster with a tremendous amount of magical, financial, and political resources. He dwells in a pocket dimension of his own creation, where the laws of reality are his to control. The fugitive is a trained fighter, and knowledgeable in the art of chi manipulation. His most notable abilities are a spell that creates high intensity, high yield dimensional explosions of great destructive capacity, and the power to dislocate his perception and see anywhere in any dimension. He also owns a plethora of very powerful, very rare magical items.
- Known Accomplices: Close friends with Aranor Aelsavideth and father of Arda Oblum (see Federation’s Most Wanted Numbers 2 and 10). Consorts on a frequent basis with Evermetrius, Serrik Ryuu-Jinn, Sir Jonathan Drake, and Questra (see Federation’s Most Wanted Numbers 3, 4, 5, and 7). Has a strong connection to the D’Zir Brothers of Dweomer and Dweomer itself. Has ties to the Old Guard renegades, mages at Lazlo, and forces in Egypt. Leads a guild composed of over thirty Spatial Mages. Also known to consort with Stormspire, the Black Market, the Kingsdale Magickal Guild, and the Ottawa Regulators of Canada.
- Last Known Location: His personal Spatial Realm. Known to frequent the City of Dweomer, Magic Zone, and the community of Magestar, Magic Zone. Believed to currently be hiding in a dimensional safe house (some rumors purport this place to be the Prime Incunabulum, though this has not been confirmed).
- Arrest Warrant For: Conspiracy against the Federation of Magic. Multiple counts of murder, assault, and Malign Use of Magics.
- Criminal Record: Along with Aranor Aelsavideth, this fugitive has been at the forefront of disrupting Federation activities and undermining its power. He has openly defied Lord Dunscon and the Federation Council on several occasions. The Spatial Mage is responsible for the deaths of hundreds of Federation servants and the destruction of two Federation kingdoms. He has hindered Federation plots through sabotage, kidnapping, and theft. He personally killed Lord Dunscon’s advisor Bloodmist, and has cost the Federation a heavy price in credits, casualties, and opportunities. He has unlawfully penetrated into the City of Brass twice, and regularly consorts with known enemies of the Federation.

- Known Capabilities: Expert swordsman and powerful Seer. Battle Magus believed to be of 16th circle. Possesses spell casting abilities, psychic powers, chi manipulation abilities, and an arsenal of magical items. Has a vast repertoire of spells, ranging from Spatial Magic to Biomancy, and is believed to know every General Invocation. Also possesses Ley Line Walker abilities and a prodigal understanding of magic.
- Known Accomplices: Associated with Dweomer, its military, government, and Brotherhoods. Loyal servant to the Lords of Magic. Has a close relationship with Eiraz Oblum, Androse Iridor Kraigen, and Sir Jonathan Drake (see Federation’s Most Wanted Numbers 1, 3, and 5). Works on a somewhat frequent basis with Serrik Ryuu-Jinn and Questra (see Federation’s Most Wanted Numbers 4 and 7). Has strong connections to the Old Guard renegades, Dark Woods, Tolkeen, and other Federation enemies.
- Last Known Location: The City of Dweomer, Magic Zone. The fugitive makes his home in Dweomer, but frequents Eiraz Oblum’s Spatial Realm. He has also been sighted numerous times in the town of Clavicle (Dark Woods), the outskirts of Ottawa, Canada, and the town of Magestar, Magic Zone. Believed to currently be hiding in a dimensional safe house (some rumors purport this place to be the Prime Incunabulum, though this has not been confirmed).
- Arrest Warrant For: Multiple counts of High Treason and Conspiracy against the Federation of Magic.
- Criminal Record: Has participated in numerous assignments to undermine the solidarity and power of the Federation of Magic. Major Aelsavideth has been confirmed responsible for the deaths of 86 Mystic Knights under employ by the Federation, as well as demons, Corrupt, spell casters, and other Federation servants (the exact body count is unverified). He has personally murdered two Federation Lords of minor status, and has committed aggravated assault against Lords Karaksheem, Maelstrom, and Morturus Slaine, among others. The Battle Magus has engaged in several counts of terrorism, high theft, kidnapping, assault, sabotage, murder, and treason.

- Distinguishing Features: Besides the standard Atlantean Marks of Heritage, Androse also has a Brown Horse tattooed on his right shoulder, a Chain With a Broken Link tattooed around his left bicep, a Heart Encircled by Chains tattooed on his chest, and a Pheonix Rising From the Flames tattooed on his upper back.
- Threat Level: Very High.
- Known Capabilities: Temporal Wizard of unconfirmed circle (believed to be at least high circle, perhaps even an Archmage). Possesses spell casting abilities, magical tattoos, psionic abilities, and various magic items. Inarguably, the fugitive’s most notable skill is his ability to time travel. This allows him to visit the past or the future, and knowingly alter the course of events to suit his needs. It makes the mark very difficult to track or to predict his next actions. The True Atlantean has also displayed the ability to “vampirically” steal magical and temporal energy from his victims, in a similar fashion to Temporal Raiders. The nature of this power is unknown and unprecedented.
- Known Accomplices: Close consort and friend to both Eiraz Oblum and Aranor Aelsavideth (see Federation’s Most Wanted Numbers 1 and 2). Also works on a frequent basis with Serrik Ryuu-Jinn and Sir Jonathan Drake (see Federation’s Most Wanted Numbers 4 and 5). Has ties to the Techno-Wizard City of Arzno, which is his birthplace and home to the True Atlantean Clan Libson, of which he is a member. The Temporal Wizard is a father figure and mentor to two Athanatos warriors, both of whom will likely fight to the death to protect him. As of late, the fugitive has apparently recruited a dozen or so Temporal Raiders to assist him in his endeavors.
- Last Known Location: Magestar, Magic Zone. Rather than locations, the fugitive retreats into various points in Time, making him a difficult mark to track down.
- Arrest Warrant For: One count of assault against a Major Lord, one count of mass murder (73 Federation citizens), five counts of terrorism, eight counts of Malign Use of Magics, and five counts of Temporal Violation, as defined by both the Federation Charter and the Corpus Juris Tempus. Lord Anyon has declared the Atlantean a threat to the temporal integrity of the Magic Zone.
- Criminal Record: Prior to the current arrest warrant, Evermetrius committed two Temporal Violations which are still under investigation by the School of Temporal Magic. He is known to have engaged in multiple counts of theft, specifically in England, Canada, and the City of Arzno. The fugitive has assisted both Eiraz Oblum and Ararnor Aelsavideth in their subversive, anti-Federation plots, and has premeditatedly used his magic against members of the Federation. There are unconfirmed reports that the Temporal Wizard is wanted in other dimensions for a multitude of heinous crimes including, but not limited to, mass murder, torture, terrorism, theft, armed robbery, assassination, and additional Temporal Violations.

Possesses spell casting abilities, knowledge of pressure points, shadow powers, and unique spiritual abilities. He is skilled in the use of various melee weapons, and proficient in the arts of stealth and assassination. The fugitive is also a master of chi manipulation. The full extent of his powers over chi remain unknown.
- Known Accomplices: Works on and off with Eiraz Oblum, Aranor Aelsavideth, Evermetrius, and Sir Jonathan Drake (see Federation’s Most Wanted Numbers 1, 2, 3, and 5). Has ties to a group of Silhouettes living in Canada. Has unconfirmed connections to Cromwell the Disgraced. Whatever connections he may still have in his homeland of China are unknown.
- Last Known Location: Magestar, Magic Zone. Has been known to frequent Eiraz Oblum’s Spatial Realm.
- Arrest Warrant For: Two counts of political assassination, multiple counts of aggravated assault against Lord Maelstrom, Lord Thrix, and General Surot, several counts of assault and murder against Federation members, and Conspiracy against the Federation of Magic.
- Criminal Record: Since his arrival in the Magic Zone, the Silhouette has assisted both Eiraz Oblum and Aranor Aelsavideth on numerous anti-Federation operations. These operations range from kidnapping and assault, to sabotage and murder. He is highly sought by forces in China, apparently due to some sort of familial vendetta. The nature of his crimes there are shrouded in mystery.

- Known Capabilities: Formerly a Cyber-Knight of Lord Coake’s Fellowship. Expert psi-swordsman who is knowledgeable in military strategy and tactics. Possesses psionic powers and the anti-technological capabilities common to all Cyber-Knights. This means he can cloud radar and sensor systems, confuse A.I., evade targeting locks, intuitively sense machine activity, and remain unseen to surveillance systems.
- Known Accomplices: Close consort and friend to Eiraz Oblum, Aranor Aelsavideth, and Questra Deathwalker (see Federation’s Most Wanted Number’s 1, 2, and 7). Also known to work with Evermetrius and Serrik Ryuu-Jinn (see Federation’s Most Wanted Numbers 3 and 4). Being a fallen Cyber-Knight, the fugitive no longer has the assistance and support of his fellow knights or the Fellowship.
- Last Known Location: The outskirts of Tolkeen, Minnesota.
- Arrest Warrant For: Multiple counts of aggravated assault and murder against Blackguard knights of Slaine’s Fellowship. Conspiracy against Corin Scard, Morturus Slaine, and the Blackguard Fellowship.
- Criminal Record: Has participated with Aranor Aelsavideth in various operations against the Federation of Magic. Sir Drake has been confirmed responsible for the deaths of 28 Mystic Knights under the employ of the Federation, and has assaulted and killed an unverified number of spell casters, Corrupt, demons, and other Federation servants. He has committed aggravated assault against Lord Maelstrom and has worked to subvert the power of Morturus Slaine’s Fellowship in the Magic Zone. On multiple occasions, the fugitive has also violated Section 8, Article 5 of the Federation Charter, which stipulates that Cyber-Knights associated with Lord Coake’s Fellowship may no longer enter territory claimed by the Federation of Magic. In Tolkeen, Sir Drake had a military warrant out for his arrest on grounds of insubordination, though that jurisdiction is now defunct.

- Build: Large and powerfully built, all muscle.
- Eye Color: Black.
- Hair Color: Black.
- Skin Color: Olive, darkly tanned.
- Distinguishing Features: Segments of the fugitive’s hair are in tightly wrapped braids, each ending in a small hook. He has twenty such “hair hooks”, all dipped in poison. Also notable is that the ogre has a complex latticework of 1 centimeter long crystals imbedded in his skin along his torso, arms, and legs (each crystal is 4 inches apart). The function of these crystals is unknown, but they are speculated to be of Techno-Wizard or Alchemical origin.
- Threat Level: High.
- Known Capabilities: Mystic Knight believed to be of 16th circle. Has all the skills common to his Magic School, most notably, the ability to prevent other mages from drawing on P.P.E at ley lines and nexus points. Possesses spell casting abilities, psionic powers, and an in depth knowledge of Federation procedures, strategies, and tactics. The fugitive is also a partial Bio-Borg. His Bio-Wizard implants provide him with enhanced strength, endurance, bio-regeneration, and magical abilities.
- Known Accomplices: Formerly a member of the Eternal Order of the Mystic Knights, for which he served as a Liaison Officer to the Kingdom of Dunscon. He has since relinquished any ties to his Order. He works very closely with Fugitive Number Seven Questra Deathwalker, and both cooperate to perform terrorist activities against the Federation of Magic. The ogre is known to have occasionally worked with Aranor Aelsavideth (see Federation’s Most Wanted Number 2), but it is unknown if their relationship is anything more than business. He is suspected of having been given asylum by the City of Dweomer, though this has not been confirmed.
- Last Known Location: Was reported seen somewhere around the Akron Chasm.
- Arrest Warrant For: Multiple counts of High Treason and 23 counts of terrorism against the Federation of Magic.
- Criminal Record: Defected from the Federation of Magic and divulged important Federation secrets to its enemies. He is suspected of having supplied intelligence to Dweomer for several months before finally being discovered. He has broken his vows to both Lord Dunscon and the Eternal Order of the Mystic Knights. Other jurisdictions may be hunting for him as well.

- Build: Tall, sculpted, and toned; rippling with muscles.
- Eye Color: Yellow with a dark red pupil.
- Hair Color: Black.
- Skin Color: Light, sandy brown with grey-green accents.
- Distinguishing Features: Has an inch-wide circle tattooed on each cheek and a vertical bar tattooed down the forehead, across her right eye, and onto her right cheek.
- Threat Level: High.
- Known Capabilities: Questra is a former slave of the Splugorth, specifically a Staphra Warlord (a partial Bio-Borg and high ranking member of her species) who was being groomed for Minion status. She is augmented by a multitude of Bio-Wizard implants and microbes that have transformed her into a physical and psionic powerhouse. The full extent of her abilities, as provided by her Bio-Wizardry, are unknown. She possesses supernatural strength, speed, endurance, psychic powers, and bio-regenerative abilities. She is highly resistant to the influence of magic, psionics, and fatigue, and has a host of heightened senses. The Staphra can also seemingly take standard, everyday objects and psionically harden them, making them viable impromptu weapons capable of injuring even supernatural creatures. Questra is an expert on all things Splugorth, and is a master of strategy, tactics, and hand to hand combat.
- Known Accomplices: Has worked closely in the past with Eiraz Oblum, Aranor Aelsavideth, and Sir Jonathan Drake (see Federation’s Most Wanted Numbers 1, 2, and 5). There are unconfirmed reports that she has connections to several nomadic warriors scattered along the East Coast. There are also unsubstantiated rumors that the Staphra has ties to the Liberated Underground and other escaped Splugorth slaves. Currently, she operates in partnership with Skali Grimstone (see Federation’s Most Wanted Number 6) to commit acts of terrorism against the Federation. The two are suspected of being lovers.
- Last Known Location: Queenston Harbor. The Staphra is known to visit Eiraz Oblum’s Spatial Realm from time to time.
- Arrest Warrant For: Multiple counts of murder and assault. 21 counts of terrorism against the Federation of Magic.
- Criminal Record: The Staphra has dutifully aided Fugitive Number 2 Aranor Aelsavideth in an assortment of plots against the Federation. She has engaged Federation servants in battle and is responsible for the deaths of over 20 Corrupt and 15 Mystic Knights, among others. She has supported the Old Guard Rebellion since the beginning, and has openly stated that the people of the Magic Zone should rise up and fight Lord Dunscon’s rule. As an escaped slave of the Splugorth, it is presumable that the forces on Atlantis desire her recapture.

Joaquin Perez

- Distinguishing Features: Has a bionic left arm, and a universal headjack port behind his left ear.
- Threat Level: High.
- Known Capabilities: Headhunter with several bionic weapons systems. Has enhanced vision and hearing due to cybernetic augmentation. Joaquin is an expert marksman and trained in the use of most ballistic weaponry, as well as power armor and military vehicles. He possesses commando training and is knowledgeable in the areas of military strategy and tactics, demolitions, and anti-magic warfare. He also owns a very large and impressive array of equipment, ranging from guns to armor. His most notable piece of property is a Naruni Proctor Class Long Range Interceptor. This spaceship is one of the most advanced vehicles in operation on the planet. It is capable of faster-than-light travel, is regulated by a sophisticated A.I., and can be operated remotely via a slave circuit. Offensive and defensive capabilities are formidable, consisting of laser canons, torpedo launchers, and forcefields.
- Known Accomplices: Co-manages a small mercenary company known as the Ottawa Regulators based twenty miles southwest of Ottawa, Canada. The members are skilled, well-equipped, and likely to aid Joaquin when he is in trouble. Prior to the Regulators, Joaquin was a part of another mercenary unit called Hammond’s Irregulars, whose members he still maintains contact with. He works closely with known assassin and underworld figure Tyr Ananasi. Joaquin has a network of contacts throughout the Black Market and the mercenaries of North America. The Headhunter works semi-regularly with Eiraz Oblum and Aranor Aelsavideth (see Federation’s Most Wanted Numbers 1 and 2) and is rumored to have connections to the City of Dweomer, Evermetrius, Serrik Ryuu-Jinn, and Sir Jonathan Drake (see Federation’s Most Wanted Numbers 3, 4, and 5). At some point in time, Joaquin also completed an enigmatic task of sorts for Northern Gun. The details of this service or favor are unknown, but it is proven that the company is somehow indebted to him.

- Arrest Warrant For: One count of aggravated assault, one count destruction of property, and eight counts of murder.
- Criminal Record: Until recently, Joaquin Perez had very little contact with the Magic Zone. He is an ally to Eiraz Oblum and Aranor Aelsavideth, and has provided them with information, provisions, and services in the past. Currently, another bounty on the Headhunter exists, having been commissioned by an unknown third party.

Ojibwayo

- Distinguishing Features: Has a pattern of fetishistic bars and dots tattooed along the back of his left hand. Has a large, greenish black eagle of angular, totemic design tattooed across his chest signifying Ondi, the Indian God of Thunder.
- Threat Level: High.
- Known Capabilities: As a Spirit Warrior, Ojibwayo possesses supernatural strength, speed, and endurance. He is capable of flight, bio-regeneration, and has an array of enhanced senses. The Indian is an expert survivalist and tracker, and though a traditionalist, possesses an impressive understanding of technology. He is able to communicate with both plants and animals, and can call upon “totem” spirits for aid. Furthermore he can pray to his gods with requests for direct intervention or advice, and there is a chance they may actually listen. The Spirit Warrior has a host of other abilities, all seemingly stemming from different elements and sources of power. He also owns several magical fetish weapons.
- Known Accomplices: Has an on and off working relationship with both Eiraz Oblum and Aranor Aelsavideth (see Federation’s Most Wanted Numbers 1 and 2). Being a member of the Onandaga Indian tribe of Canada, Ojibwayo presumably has the assistance and support of his fellow tribesmen. He has connections and ties to various other Native American tribes all along the Eastern Seaboard. Like the rest of his people, the Spirit Warrior is a devout follower of Indian paganism, meaning he may have the favor and blessing of numerous powerful spirits or even gods of the Native American pantheon.
- Last Known Location: The wilderness of British Columbia, Canada.
- Arrest Warrant For: Conspiracy against the Federation.
- Criminal Record: Along with Eiraz Oblum, Aranor Aelsavideth, and others, Ojibwayo has interfered in Federation operations on multiple occasions, particularly in the Hunt for Nistar Hule (see Incident Report No. 22568-34). He has assaulted and killed several Federation members, most notably the Blood Shaman Yarl Corsby. He is responsible for the spreading of Anti-Federation propaganda among various Indian tribes, and is suspected of aiding former Magic Zone dissidents such as Chief Ghostwalker of the Abnaki tribe.

He is a member of the Spatial Mage Guild led by his father, and has unconfirmed connections with the D’Zir Brothers of Dweomer. The fugitive also travels and works closely with Gilliam the Red, Kai-Shu Kraigen, Adam Hister, and Auracite (see Federations Most Wanted Numbers 12, 13, 14, and 15). Among other Spatial Mages, Arda Oblum possesses some kind of spiritual/religious status. It is speculated that there are zealots out there who might be willing to die for him.

- Arrest Warrant For: One count of assault against a Federation Lord, five counts destruction of property, three counts of sabotage, and multiple counts of Malign Use of Magics. He is currently wanted by Lord Dunscon for “questioning”.
- Criminal Record: Of primary note, the fugitive is responsible for murdering former Federation Lord Tiberius Eloheim. He has also aided Eiraz Oblum and Aranor Aelsavideth in several anti-Federation activities (though his assistance may have been marginal). Since Eiraz Oblum’s departure, he has picked up where his father left off.
